Elders say abducted Italian volunteer not in Tana River

The abducted Italian volunteer Sylvia Romano is not in Tana River County, some elders have said.

The elders from the Wardei community told the Nation the last time the Italian was spotted in the county was in December.

They said they told the police about the incident but they responded late.

“She was last spotted in Bura. We gave the police that information but by the time they got there, the lady had been whisked away,” said an elder who sought anonymity.

The elders said they have been co-operating with the police but they are still suffering their wrath.

“She was among us before, and we thought she was just a normal guest doing research about our culture. This is what we were told when we hosted her,” said another elder.

Some elders are ‘‘sure” Ms Romano has been taken to Somalia by her abductors, urging the police to focus their attention outside the county.

However, others believe the Italian is still within the county, but urged the security team to change tack for a successful operation.

Mr Bole Godana from Tana Delta said residents are willing to help trace the Italian but police officers should stop mistreating them.

“If you want a dog to take care of you, feed it … if you want to milk a cow, give it grass; starving it and treating it harshly will not yield the desired results.”

Legislature to expedite pending bills crucial to delivery of Big Four Agenda

The National Development Implementation and Communication Cabinet Committee is lobbying for optimum legislative support towards the realization of the Big Four agenda.

A delegation led by Dr. Fred Matiang’i held a consultative meeting with the Senate Liaison Committee comprising the Speaker, Hon. Kenneth Lusaka, and the chairs of various Standing Committees in a bid to strike a collaborative partnership in finding solutions to the legal and legislative issues impeding smooth delivery of government projects.

During the meeting, Dr. Matiang’i noted that a number of crucial bills directly linked to project management are pending before the Legislature adding that delays in passing them have seen contractors suffer eventual cost overruns thereby triggering huge financial penalties on the government’s part.

The Cabinet Secretary appealed to lawmakers to expedite the proposed legislations to fast-track delivery of key programmes and projects funded by the national government across the country.

Among the bills identified include: The Food Security Bill 2017, The Physical Planning Bill 2017, The Irrigation Bill 2017, The Kenya Roads Bill 2017, The Public Private Partnerships (Amendment) Bill 2017, and The Warehouse Receipts System Bill (Sen. Bills No. 10 of 2017), all of which were introduced between September and December, 2017.

Others are Land Value Index Laws (Amendment) Bill 2018, Government Contracts (National Assembly Bill No. 9 of 2018, Public Participation Bill 2018, County Statutory Instruments Bill 2018, Data Protection Bill 2018 and Warehouse Receipts System Bill (Senate Bill No.10 of 2017).

On behalf of the Liaison Committee, Hon. Lusaka noted that some of the bills have already been passed on to the National Assembly and pledged to push the remaining ones to the top of the Senate’s legislative priorities in the soonest time possible.

Dr. Matiang’i stated that the Committee will reach out to other stakeholders, including the Council of Governors, to deliberate the challenges constraining successful delivery of development projects and come up with new perspectives to address them.

He said: “We will also rope in our colleagues in the county governments so that we can address all these issues together.”

So far, the Committee has flagged up financial mismanagement, limited space for civic participation, weak performance management, and silo mentality as some of the other serious impediments to effective project implementation.

Present were: Attorney General, Kihara Kariuki, and Cabinet Secretaries Charles Keter, Simon Chelugui, James Macharia, Raphael Tuju, and Joe Mucheru.

The Senate Liaison Committee was represented by Njeru Ndwiga (Agriculture, Livestock and Fisheries), John Nderitu (Devolution and Intergovernmental Relations), Mahamud Mohamed (Finance and Budget), Michael Mbito (Health), Samson Cherarkey (Justice, Legal Affairs and Human Rights), Paul Mwangi (Lands, Environment and Natural Resources), Charles Kibiru (Tourism, Trade and Industrialization), and Moses Kajwang’ (County Public Accounts and Investments Sessional Committee).

Alifanyiwa nini?

Huyo mwanaume alinifanya bib yake, na nilikuwa napitia mateso unajua kwanza mimi nilikuwa mtoto so hata skuwa nataka kutoka juu ya ile kitendo alinifanyia sio kizuri na alikuwa na mabibi walikuwa wamekufa so nilikuwa naangalia watoto. Hata mama yake wakati walitafutwa na wanakijiji wetu, alisema mwenye ameona ni maid tuu. Na saa hiyo niko kwa nyumba Kuna hizi malwa za kufunga, huwezi ongea umefungiwa huwezi ongea na mpaka nikapelekwa nikafichwa mahali nikakaa kama mwezi sasa wazazi wangu wakatulia na sikuwa naweza kutoroka, tena huko sikuwa na chakula sasa huko ndio nilipata shida unaona nimeenda huko ndio mtihani form four.

Huyo mtu bado alikuwa anakuja na wanawake kwa nyumba sasa hatukuwa tunajua kitu, mimi nilikuwa nafanya kibarua kufulia watu manguo, napewa unga nipikie watoto wake. 

Alijikomboa aje katika maish na huyu mwanamume?

‘ah nikiwa mahali pale nilihubiriwa na nikaokoka. Waliniambia tumekufungua, wakniambia wamenipa baraka yao, nilizidi kuvumilia kwasababu nilifikiria munug amenichagulia hiyo boma lakini huyo mtu wakashikana wakauza shamba na tukafukuzwa na auctioneers, sasa nikarudi kwetu. Walikuwa wanatuma brothers wangu wananiambia nitoke huko lakini sikuweza, hata nilikuwa napigwa brothers wangu wakiwa hapo.

Tearful investment as police disperse Ekeza sacco members : The Standard

NAIROBI, KENYA: Members of Ekeza Sacco Monday took to the streets paralyzing transport and business along the busy Kiambu road in Nairobi.

The angry members camped at the Directorate of Criminal Investigations headquarters to record statements over claims of savings misappropriation by the Ekeza Sacco management. However, they were met with teargas as they tried to air their grievances.
Detectives investigating fraud claims against Ekeza Sacco and Gakuyo Real Estate associated with controversial Bishop David Ngari Gakuyo had on Wednesday invited contributors to the two schemes to record statements today (Monday).
 “We closed all our business and came here (at DCI HQ) to record a statement only to be turned away” an angry members told reporters.

“We came here armed with all documents, and now we are being told that the people from Nairobi to come another day to record statement, this is unfair. Our children are not going to school, we want Interior CS Fred Matiangí to address us since we have  lost faith in DCI  ” she added.
In a letter dated March 13, 2019, signed by John Kariuki on behalf of DCI George Kinoti, the DCI said his office has received numerous fraud complaints touching on the two organisations.
“To further our investigations into the matter, the general public who have been defrauded in the scheme and hail from Nairobi and Kiambu counties are advised to report to the DCI headquarters along Kiambu road on March 18, 2019 at 9.am,”reads part of the letter.
David Ngari, a televangelist and owner of Ekeza, is alleged to have used his reputation as a man of the cloth to lure followers into pumping billions of shillings into his organisation.
A report earlier indicated that he has irregularly transferred Sh1.5 billion from the troubled Savings and Credit Co-operative Society to his personal account.

He reportedly transferred the money between 2015 and 2017, according to a report prepared by a team appointed by Commissioner for Cooperatives Mary Mungai last December to audit the Sacco. 
The report shows Gakuyo transferred Sh88 million in 2015, Sh850 million in 2016 and Sh625 million in 2017.
Of the Sh1.5 billion, Sh507 million was loaned to some Ekeza Sacco members who wanted to own homes under Chosen Green City, a housing project in Kabati, Murang’a County. The project was being undertaken by the Sacco’s sister company, Gakuyo Real Estate.
“So we can say the money Gakuyo owes members is about Sh1 billion. This is the money he took illegally and without any approval of the members, and it is the money we want him to pay,” said Mr. Njoroge.
He said part of the money Gakuyo transferred to his account illegally was used to pay lawyers to oversee the purchase of land and houses by the Sacco.
